The Subic Bay Freeport was created through an act of the Philippine Congress known as Republic Act No. 7227, or the Bases Conversion and Development Act of 1992. It is managed and operated by the Subic Bay Metropolitan Authority, the implementing arm of the Philippine Government in developing the 67,000 hectare area of Subic Bay Freeport and Special Economic Zone into a self-sustaining industrial, commercial, financial and investment center to generate among others, employment opportunities in and around the Zone in particular and the country in general.

As part of its mandate, the SBMA manages and operates the Subic Bay Freeport (SBF) as a separate customs territory ensuring free flow or movement of goods and capital within, into and exported out of the Freeport. It has the authority to provide incentives such as tax and duty-free importation of raw materials, capital and equipment needed for the business operation within the Zone. Further, all Subic Bay Freeport Registered Enterprises are exempted from national and local taxes. In lieu thereof, SBF Enterprises pay a tax of 5% of gross income earned.

As of June 2009, the SBMA has registered 1,115 companies with US$6.0 Billion worth of investments that generated more than 87,000 jobs. The industries targeted by the agency include but not limited to logistics, high-technology manufacturing, tourism, estate development and information & communications technology.
