The Philippine Trade and Investment Centre in Beijing was invited to share important developments in the Philippines-China commercial relations and; second, Asia-Pacific regional cooperation with the Philippines as host of APEC 2015 championing the SME agenda, on the occasion of a Seminar hosted by China National Committee for Pacific Economic Cooperation (China PECC).

Philippines-China Commercial Relations In terms of trade, China is the Philippines' third largest export destination, taking in some 12% of our total exports in 2014. Per Chinese statistics, within ASEAN the Philippines ranked as the second fastest growing trading partner of China in 2014. Major items traded primarily come from mining, semiconductor and electronics, and related sectors at varying degrees of value-added content.

With regard to investments, historically, China’s investments in the Philippines have been in the area of mining and extractive industry. In the last two years, statistics suggest that Chinese investments in the Philippines have started to diversify particularly in manufacturing either for export or domestic market. This may be attributed to the recent inclusion of the Philippines as the newest recipient of EU GSP+, which now allows the export of over 6,200 tariff lines at zero percent.

PhilFoodEx Signs MOU on Food Industry Cooperation with Tianjin Food Industry Association (TFIA)


On 22 May 2015, PhilFoodEx signed an MOU at the sidelines of the 11th International Food Exhibition (IFEX) in Manila, Philippines.

The MOU was signed in response to the rapidly growing trade, investment and business activities between the Philippines and China. It is believed that industry-to-industry cooperation is an effective mechanism to facilitate the liberalization and promotion of a transparent, liberal and facilitative trade and investment regime to deepen bilateral economic development between markets and economies.

Secretary General of Tianjin Food Industry Association Madame Yuan Zhang expressed that signing this MOU is an important development between the two industry associations as it will allow SMEs to gain access to the global food value chain. Philippine and Chinese food enterprises will have the opportunity to connect with large wholesalers and retailers as well as market agents as they play the lead-firm role in organizing and managing the chain.

China Policy Update: 2015 Food Safety Law

1. Since 2009, China is updating its food safety law for the first time. The revised Food Safety Law, which came into effect on October 1, 2015, has added 50 new articles compared with 104 in the original law and it is being touted as China’s toughest food safety law to date. The amendment is considered a move toward achieving the strictest ever supervision system for food safety.

2. The China Food and Drug Administration (CFDA, www.sfda.gov.cn) is the primary regulatory authority in charge of food safety. Other regulatory authorities such as General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ, www.aqsiq.gov.cn), National Health and Family Planning Commission (NHFPC, www.nhfpc.gov.cn), Ministry of Agriculture (MOA, www.moa.gov.cn) will also regulate food safety and will coordinate and share information with CFDA with respect to food safety issues.

3. Revisions to the food safety law, along with recent amendments to Administrative Measures on the Recall of Food, the Consumer Protection Law and the Advertising Law, indicate that the Chinese government is now considering food safety to be of high priority. By ensuring food safety, China hopes to stimulate consumption of domestic products, especially in areas dominated by the foreign market such as infant formula. The new law grants regulatory bodies more authority, sets harsher penalties for violations, and introduces more guidelines for consumer product manufacturing and production.

Roundtable Dialogue with China Light Industry Council


On 22 April 2015, Commercial Counsellor Christine dela Cruz shared important updates concerning the Philippine economy to members of China Light Industry Council.

Post highlighted two areas: one is about the ever-growing domestic market, and second is on new preferential market access granted by major importing economies.

Philippines-China Bilateral Trade In 2013, China ranked as the Philippines 3rd major trading partner, 3rd export market, and 2nd import supplier. Philippine statistics show that exports to China in December last year hit 746 million US dollars up on year by 79%. With this amount, China landed as the third-biggest export market for Philippine-made goods. Goods imported by the Philippines from China reached 671 million US dollars in November 2013 which is 14.6% higher in 2012 making China the Philippines’ biggest source of imports in the same period.

Meanwhile, Philippine imports from China grew in 2013. Top commodity imports of the Philippines include telecommunications apparatus, computer data storage units, liquefied petroleum gases, parts and accessories of computers, ceramic mosaic cubes among others. Top imports of China from the Philippines include electrical and electronic machinery, equipment and parts manufactured storage units, portable digital automatic data processing machines, nickel ores and concentrates, and semiconductor devices.
